How to Vet a Developer in Bishkek: Red Flags and Signs of Unreliable Companies

Buying an apartment in a new Bishkek development is an investment in the future. But choosing a dishonest developer can turn it into a years-long nightmare. Here is how to vet a company before handing over your money.

Bishkek's new-build market is growing fast. Alongside reliable developers, fly-by-night companies and simply inexperienced players appear — taking on projects beyond their capacity. Buyers who skip document checks risk:

  • Waiting years for the building to be completed
  • Receiving an apartment with defects
  • Losing their entire investment if the developer goes bankrupt

10 Red Flags of an Unreliable Developer

1. No Construction Permit

A construction permit is the most basic document. If it is missing or expired, the construction is illegal. Such a building can be ordered demolished.

How to check: Request a copy of the permit and verify its validity through the State Committee for Construction and Housing & Communal Services of the Kyrgyz Republic.

2. Land Is Leased, Not Owned

If the plot is leased from the state or a private party, the developer may lose land rights — especially if the lease is short-term.

How to check: Request a GRS extract for the land plot.

3. No Track Record of Completed Projects

A developer entering the market for the first time or unable to show a single genuinely completed project is a serious cause for caution.

What to do: Ask for addresses of already-built buildings, visit them, and speak with residents.

4. Sells via Receipt or "Reservation Agreement" Instead of an Official Contract

Every payment to a developer must be documented by an official contract — ideally registered with the GRS.

Red flag: "Let's agree verbally for now, contract later," or "that's how we do things here."

5. Price Significantly Below Market

If an apartment in a new build costs $400/m² while the market is $700–$900/m², this is not generosity — it is a warning sign. The developer is either drawing in money at an early stage or will cut corners on quality.

6. Constant Deadline Delays

A single 3–6 month delay is acceptable. Repeated delays without explanation signal financial problems or incompetence.

How to check: Ask buyers of the developer's previous projects.

7. Opaque Legal Structure

The developer operates through a chain of legal entities and the true beneficiary cannot be identified. If problems arise, it will be impossible to recover damages.

8. Sales Office Without a Real Company

A nice stand, managers, a scale model — but no legal address, no director, no company with a history in the KR legal entities register.

How to check: Find the developer's legal entity in the Ministry of Justice of the KR register. Check the registration date — a shell company is immediately obvious.

9. Pressure and Artificial Urgency

"Only one apartment left," "price is valid only until Friday," "if you don't pay the deposit today it's gone." These are classic pressure tactics. Reliable developers do not rush you.

10. No Reviews, or Only Glowing Ones

Check reviews of the developer online, in Telegram buyer groups, and on forums. A complete absence of reviews or only perfect ones is suspicious.

  • Construction permit (current)
  • Title documents for the land plot
  • Certificate of state registration of the legal entity
  • Project documentation
  • Standard contract (study it before paying anything)

Questions to Ask the Developer

  1. Show me your completed projects — what are the addresses?
  2. What is the basis for land use — ownership or lease?
  3. Is there a construction permit — may I have a copy?
  4. Which bank is financing the construction?
  5. Will the contract be registered with the GRS?
  6. What happens to my money if construction is frozen?

A trustworthy developer will answer all questions calmly and with documents.
