The rental market in Bishkek is one of the most active in Central Asia. Supply is plentiful, but so are scammers. Here is how to rent an apartment without losing your money.

The Most Common Tenant Scams

1. "Phantom" Listings

An apartment is advertised at an attractive price, but it does not exist (or has already been rented). The goal is to collect a deposit or personal data. Signs: very low price, refusal to show the apartment in person before payment.

2. The Seller Is Not the Owner

A scammer has rented the apartment from the real owner and then re-rents it simultaneously to several people, collecting a deposit from each.

3. Hidden Clauses in the Contract

Fines for any minor infraction, prohibition on leaving early, automatic renewal with a price increase.

4. "I'm Abroad — Transfer a Deposit and I'll Send the Keys"

The owner is "abroad" and will send the keys after the deposit. Result: no keys, no money.


Checklist: How to Verify the Apartment and Landlord

Before the viewing:

  • Only call on listings with real photos (not stock images)
  • Check the phone number — does it appear in other listings under different names?
  • Do not transfer money before a personal meeting and viewing

During the viewing:

  • Ask for the landlord's passport and compare it with the apartment's ownership document
  • Ask to see the ownership certificate or SRS extract
  • Confirm that you are being shown round by the actual owner, not a "representative"
  • Check the plumbing, hob, and water heater
  • Ask who is registered (has a propiska) in the apartment
  • Check the water and electricity meters — confirm there are no debts

When signing the contract:

  • Only sign a written contract — no verbal agreements
  • Confirm the contract states: address, term, price, and deposit amount
  • Record the condition of furniture and appliances in a handover act
  • Obtain a receipt for the deposit/first payment

What Must Be in the Rental Agreement?

Minimum requirements:

  • Full names and passport details of both parties
  • Exact address of the apartment
  • Rental term (start and end dates)
  • Monthly payment amount and payment procedure
  • Deposit amount and conditions for its return
  • Who pays utility bills
  • Early termination conditions (notice period — usually 1 month)
  • Prohibition/permission of subletting

Deposit: Normal Practice or a Scam?

A deposit is standard practice. Usually 1 month's rent. It serves as the landlord's insurance against property damage or sudden departure.

What to know:

  • The deposit is returned when you leave, provided there is no damage
  • Document the apartment's condition when you move in (photos + handover act)
  • If the landlord wants a 2–3 month deposit, this is reason to be cautious or negotiate

Utility Payments: Who Pays?

Clarify upfront:

  • Electricity and water bills — usually on top of rent, based on meter readings
  • Internet — often included, but verify
  • Heating — in older buildings it is centralised, turned on from October. Confirm the tariff.

Red Flags: Leave Immediately

  • The landlord refuses to show ownership documents
  • Pressure: "take it now, others will take it tomorrow"
  • Demanding payment before a contract is signed
  • The listing has been up for several months without changes
  • Price significantly below the market without explanation
