Land Categories: What Can You Build?
Individual Housing Construction (IZhS) — you can build a residential house of up to 3 storeys. The most sought-after type for private construction.
Personal Subsidiary Plot (LPKh) — house construction is permitted but with area restrictions. Cheaper than IZhS.
Agricultural Land — residential construction is prohibited without a change of category. Inexpensive, but with limited uses.
Commercial / Industrial Land — for business, warehouses, production.
Important: before purchasing, confirm the land category and permitted use!
Documents Required When Buying a Plot
What the seller must provide:
- State Certificate of ownership or lease rights
- Technical passport (cadastral data)
- Certificate of no encumbrances (pledge, seizure)
- Seller's passport
- Notarised spousal consent (if married)
Typical Risks When Buying a Plot
Illegal occupation Some plots in Bishkek have historically been registered through informal seizure. Such plots may have an unclear legal status.
Double sales The same plot may be sold to multiple buyers. Always verify through the State Register.
Discrepancy in actual boundaries Boundaries on paper may not match reality. Commission a geodetic survey.
Outstanding land tax debts Request a certificate confirming no outstanding debts.
How to Verify a Plot Before Buying
- Request an extract from the State Register of Property Rights
- Verify cadastral boundaries through a surveyor
- Confirm the availability of utilities (water, gas, electricity)
- Find out about development plans for adjacent territories
- Check the legal history of the plot
Utilities: What to Look For
Electricity: is there a transformer nearby? What capacity is available?
Water: centralised water supply or a well? What is the depth of the water table?
Gas: is there a gas pipeline nearby? Connection costs can reach $2,000–10,000.
Sewerage: centralised or septic tank? Soil quality for a septic tank.
Road: asphalt or dirt track? Who is responsible for its maintenance?

Land in Bishkek and the near suburbs is a reliable asset:
