A land survey is the establishment and legal registration of a land plot's boundaries on the ground. Without it, you may buy a plot and not know exactly where its boundaries run - leading to disputes with neighbors and problems during construction.

When a Survey Is Required

In Kyrgyzstan, a survey is required when:

  • Registering a new plot in the cadastral register
  • Dividing a plot among heirs or owners
  • Allocating a share from a shared plot
  • Merging multiple plots into one
  • Clarifying boundaries in disputes with neighbors

When purchasing an existing plot that has already been surveyed, a repeat survey is not mandatory - but verifying the cadastral data is still worthwhile.

How to Check If a Survey Has Been Done

Check through the cadastral plan, which is part of the plot documents. If the plot is registered in the cadastre with boundary coordinates - a survey has been conducted.

Contact the State Property Committee (Goskomimushchestvo) or its territorial offices - they hold cadastral data for all plots.

If the plot documents show only an area but no boundary coordinates - a survey has not been conducted or the data is outdated.

Why Check Boundaries When Buying

Real story: a buyer purchased a 6-sotka plot on the outskirts of Bishkek based on documents. After building a house, it turned out the neighbor had been using 30 centimeters of "his" land for years - the fence was in the wrong place. Without a survey, the court case took two years.

The most common problem during surveying is neighbors disagreeing with boundaries. Resolution options:

Peaceful agreement: sit down with neighbors and the surveyor, restore original documents, and come to an agreement. Takes 1-3 months.

Court: if no agreement - file a claim in the district court. The court appoints a judicial geodetic expert assessment. Timeline: 6-18 months, costs from 30,000 soms for the assessment.
