Property Tax for Individuals in Kyrgyzstan 2026: Who Pays and How Much
Every property owner in Kyrgyzstan is required to pay annual property tax. Many forget about it – and receive penalties. Let's break down how this tax works in 2026.
What Is Individual Property Tax?
This is an annual tax paid by owners of:
- Apartments and residential houses
- Dachas and garden houses
- Non-residential premises (garages, storage rooms)
- Unfinished constructions
The tax is levied on individuals – ordinary citizens, not organizations (legal entities have their own system).
How Is the Tax Calculated?
The basis for calculation is the inventory value of the property, which is determined by the State Inventory Bureau. It is significantly lower than market value.
Tax Rates for Residential Properties (2026)

Calculation Example
Apartment with an inventory value of 800,000 som:
800,000 × 0.35% = 2,800 som per year
Apartment with an inventory value of 2,000,000 som:
2,000,000 × 0.5% = 10,000 som per year
For most city residents this is a modest sum. Problems arise when debts accumulate over several years.
Land Tax – a Separate Payment
In addition to the building tax, land owners also pay land tax. It depends on:
- Plot area
- Zone (city center, outskirts, suburbs)
- Land category (residential, agricultural, etc.)
For residential plots within Bishkek: approximately 50–300 som per sotka per year.
Who Is Exempt from Tax?
Under Kyrgyzstan tax law, property tax is not paid by:
- Veterans of the Great Patriotic War and persons equated to them
- Persons with Group I and II disabilities
- Pensioners – in respect of one property (apartment or house)
- Large families (4 or more children) – under separate decisions of local councils
- Government institutions and organizations
The pensioner benefit applies only to one property. If a pensioner owns two apartments, they pay in full for the second.
When and How to Pay?
Payment deadline: by 1 October of the current year for the current year.
How to find out the amount:
- Contact the tax authority at the location of the property
- Through the GTS (State Tax Service of the KR) portal – salyk.kg
- At an MFC (Citizen Service Center)
Where to pay:
- At bank branches
- Via mobile banking
- At Elcart/EasyPay terminals
- Online through the GTS portal
What Happens If You Don't Pay?
A penalty accrues for late payment – 0.09% of the debt amount per day. Over a year of delay this amounts to nearly 33% in penalties on top of the principal debt.
If the debt accumulates over several years:
- The tax authority issues a demand
- If ignored – referral to court
- Property may be seized
Do not let it come to this – the tax amount is usually small, while the penalties and court costs far exceed it.
How to Check for Tax Debt?
- On the salyk.gov.kg portal (GTS of the KR)
- Via the E-Salyk app
- In person at the tax inspectorate at the location of the property
Important when buying an apartment: always check the seller's tax debts before the transaction. Property tax debts may transfer to the new owner.
