Most landlords in Bishkek rent out apartments informally - without a contract and without paying taxes. Yet Kyrgyzstan's tax service conducts periodic inspections. Here's how to legitimize your situation efficiently with minimal bureaucracy.

Two Ways to Pay Tax on Rental Income

In Kyrgyzstan, an individual landlord has two options:

1. Patent for Renting Residential Property

A patent is a fixed monthly payment regardless of actual income. Its amount is determined by local authorities and depends on:

  • District (city center or outskirts)
  • Apartment size
  • Type of property

Approximate patent rates in Bishkek 2026:

The patent is registered at the tax office at the apartment's location. Paid monthly or in advance for several months.

2. Personal Income Tax (PIT) - 10%

If you rent officially, you must submit a quarterly declaration and pay 10% of income received.

Example:

  • Apartment rented for 25,000 soms/month
  • Annual income: 300,000 soms
  • PIT at 10%: 30,000 soms/year (2,500 soms/month)

Practical advice: for apartments renting at up to 20,000-25,000 soms/month, a patent is usually more profitable. For higher rents, calculate individually.

How to Register a Patent: Step by Step

  1. Visit the State Tax Service at the apartment's location
  2. Provide: passport, title document for the apartment (GRS extract)
  3. Fill out the patent application
  4. Pay for the patent (by bank transfer or mobile app)
  5. Receive the patent - this is your authorization to rent

The whole process takes 1-2 days.

Liability for Non-Payment

Fines for illegal rental:

  • For failure to register: up to 50% of unpaid tax amount
  • For non-payment: 0.09% penalty per day of delay
  • Systematic violations carry administrative liability

Tax authorities receive information about landlords from:

  • Management companies and HOAs
  • Neighbors' complaints
  • Tenants themselves (during disputes)
  • Analysis of listings on OLX and Lalafo
