Converting an apartment or part of a private house to non-residential use (commercial space, office, shop) is a common task in Bishkek, especially for ground-floor properties on busy streets. Here is how to do it correctly in 2026.
When Does It Make Sense?
Conversion to non-residential use is worthwhile if:
- The apartment is on the ground floor of an apartment building on a busy street
- You plan to open a shop, office, salon, pharmacy, or café
- You want to rent the space for commercial use — which brings significantly more income than residential rental
- The property is part of a private house with a separate entrance
Requirements Under Kyrgyz Law
Under the Housing Code of the Kyrgyz Republic and Bishkek city ordinances, conversion is permitted when the following conditions are met:
- Separate entrance or the possibility of creating one without affecting residential units
- Ground floor — or higher, provided all units below are already non-residential
- No encumbrances (mortgage, arrest, pledge)
- Consent of all owners of the apartment
- For apartment buildings: consent of residents (owners of units in the building) at a general meeting — at least 2/3 of votes, and in some cases unanimous
- The property is not the only residence and no one is registered there (or they have been deregistered before conversion)
Step-by-Step Conversion Procedure

2. Consent of Apartment Building Residents
Hold a general meeting of building residents. Obtain the minutes. This is the most difficult and unpredictable step — neighbours may refuse.
3. Application to Bishkek City Hall (Architecture and Urban Planning Department)
Submit documents for review. Obtain conversion permit.
4. Technical Registration
After receiving the permit: create a separate entrance, carry out the required works, order a new technical passport from the State Registration Centre (GRC).
5. Registration with the State Register
Submit documents to change the property category. Receive a new certificate confirming the premises are now non-residential.
