Do You Pay Tax When Selling Property in Kyrgyzstan?
It depends on how long you've owned the property and whether you made a profit. The Kyrgyz Tax Code sets clear rules.
When NO Tax Applies
No tax is due if:
- ✅ You have owned the property for more than 3 years
- ✅ You are selling your only residence (under certain conditions)
- ✅ The sale price is not higher than the purchase price (no profit)
Important: The 3-year period starts from the date of title registration at GRS, not from the contract signing date.
When Tax DOES Apply
Tax arises if you sell a property owned for less than 3 years and make a profit.
Tax Rate
10% of the profit (difference between sale price and purchase price).
Formula
Tax = (Sale price − Purchase price) × 10%
Example:
- Purchased in 2025 for $50,000
- Sold in 2026 for $65,000
- Profit: $15,000
- Tax: $1,500 (≈ 132,000 KGS)
If You Have No Documents Proving Purchase Price
If you cannot confirm the original purchase price (documents lost, inherited property), the tax is calculated on cadastral value:
Tax = Cadastral value × 10%
Selling Inherited Property
When selling an inherited apartment:
- The 3-year period starts from the date of the original owner's death
- If less than 3 years have passed — 10% tax on the difference between the sale price and the cadastral value at the time of inheritance
How to Pay and Report
Step 1: File a tax declaration
Tax declaration (Form 200.00) is submitted to the Kyrgyz Tax Committee at your place of registration by April 1 of the year following the sale.
Step 2: Pay the tax
The tax is paid by April 1 through any bank.
Step 3: Keep the receipt
Retain your payment confirmation.
Penalties for Non-Payment
- Late fee: 0.09% of the debt amount per day
- Administrative fine: 5,000 to 50,000 KGS
- Criminal liability for deliberate evasion

Does the notary pay the tax on my behalf? No. The notary calculates the fee for certifying the transaction, but the income tax is the seller's responsibility.
If I sell and immediately buy another apartment, are there any offsets? No rollover relief exists in the Kyrgyz Republic. Each transaction is assessed independently.
Does a foreigner pay tax when selling a Bishkek apartment? Yes, the same rules apply. Foreign nationals also pay 10% on profit if they've owned the property less than 3 years.
