A technical passport is one of the key documents when buying, selling, donating, or inheriting a flat in Kyrgyzstan. Without it, a transaction cannot proceed.

What Is a Technical Passport for a Flat?

A technical passport (tekhpasport) is an official document that contains:

  • The exact address of the property
  • The total and living area (in m²)
  • A floor plan of the flat
  • A description of structural elements (walls, floors)
  • The inventory value
  • Information about any alterations (if applicable)

A technical passport is issued for a specific property, not for the owner — so when ownership changes, it remains valid as long as the data have not changed.


Who Issues Technical Passports in the KR?

State Enterprise "Inventory Bureau" (SE IB) — the only organisation authorised to issue technical passports in Kyrgyzstan.

Branch offices are located in each district of Bishkek and in cities throughout the country.


When Is a Technical Passport Required?

  • When selling a flat — mandatory
  • When donating — mandatory
  • When inheriting — mandatory
  • When taking out a mortgage — the bank requires a current technical passport
  • During alterations — before and after
  • When registering ownership with the SRS

How Long Is a Technical Passport Valid?

A technical passport is formally indefinite — if nothing has changed in the flat. However, in practice:

  • For transactions, notaries often request a passport no older than 5 years
  • For mortgage lending, banks require a passport no older than 1–3 years
  • If alterations have been made, a new passport is required

How to Obtain a Technical Passport: Step by Step

Step 1: Apply to the SE IB

In person or through the MFC (Citizen Service Centre).

Step 2: Provide Documents

  • Owner's passport
  • Title document (certificate of ownership or extract from the SRS)
  • Application form

Step 3: Technician Visit

A SE IB specialist visits the property, takes measurements, and draws up the flat's plan.

Step 4: Receive the Passport

Standard processing time: 5–15 working days. Urgent order: 1–3 days (surcharge applies).

What to Do If the Area in the Passport Differs from the Actual Area?

This is a common situation with unregistered alterations. Options:

1. Legalise the alterations — submit documents to the city architecture authority, obtain permission, re-issue the technical passport. Takes 1–3 months.

2. Restore the flat to its original state — remove the unauthorised changes. Not realistic if a load-bearing wall has been removed.

3. Sell as-is with a discount — the buyer assumes the risk of legalisation. Banks will not approve a mortgage for a flat with unauthorised alterations.
