HOAs and Management Companies in Bishkek: Residents' Rights in 2026
Once you buy an apartment in Bishkek, you'll inevitably deal with a management company or HOA. Many residents don't know their rights and pay whatever they're billed. Let's break it all down.
HOA vs Management Company: What's the Difference?
HOA (Homeowners' Association) — a non-profit organization created by the residents themselves. The chairperson is one of the residents elected at a general meeting. Money is collected and spent in the interests of the building.
Management Company (MC) — a commercial organization hired to manage the building. It works for a fee.
In practice, many buildings in Bishkek are managed either through HOAs or directly through "domkoms" (house committees).
What a Management Company Is Required to Do
Under Kyrgyz legislation, a management organization must provide:
- Technical maintenance — routine repairs of entrances, elevators, roofing, and engineering systems
- Cleaning of common areas and the surrounding grounds
- Waste removal (organization or oversight)
- Lighting of entrances and the grounds
- Emergency service — responding to pipe bursts, elevator breakdowns, etc.
- Maintenance of technical documentation for the building
How Much Is Legal to Pay for Maintenance?
Bishkek has no fixed rate — the amount of fees is set at a general meeting of residents. Typical rates in 2026:
- New residential complexes (security, landscaped courtyard, elevators): 1,500–5,000 som/apartment per month
- Soviet-era apartment building: 300–800 som/apartment per month
- Partial service (cleaning and waste only): 200–400 som
Important: A management company has no right to unilaterally raise the rate without a decision from the general meeting.
Your Rights as an Owner
1. Right to Information Demand an annual financial report from the MC/HOA: how much was collected and what it was spent on. This is your legal right.
2. Right to a General Meeting You can initiate an owners' meeting. Meetings decide: changing the management company, changing the rate, major repairs.
3. Right to Refuse Illegal Payments If the MC bills you for a service not specified in the agreement with residents and not approved by the meeting — you have the right not to pay. Demand written justification.
4. Right to Change the MC If the majority of owners are dissatisfied — a general meeting can vote to replace the management company or switch to self-management through an HOA.
Common Conflicts with MCs in Bishkek
"We didn't ask you, but you still owe us" The MC raised the rate without a meeting. Solution: demand the minutes of the meeting at which the decision was made. No minutes — no obligation to pay the new rate.
"Pay for capital repairs or we'll cut the power" Capital repair contributions are a separate matter governed by the Housing Code. Cutting electricity for non-payment is illegal.
"We hired security without your consent — pay up" Introducing new services (security, video surveillance) without a meeting decision is illegal. Initiate a meeting and put the issue on the agenda officially.
Poor quality of cleaning and repairs Document with photographs and submit written complaints to the HOA chairperson/MC director. If there's no response — file a complaint with the State Housing Inspectorate of the Kyrgyz Republic or go to court.
What to Do If the MC Fails to Fulfill Its Obligations
- Written complaint to the MC's management — describing the problem and demanding resolution within a set deadline
- General meeting of residents — to formalize a collective position
- Complaint to Bishkek City Hall (Department of Urban Economy)
- Lawsuit — filed by the HOA or a group of owners

Before buying an apartment in Bishkek, clarify:
- Who manages the building and for how long?
- What is the monthly fee amount?
- Does the previous owner have any debts to the HOA/MC?
- What is the condition of the elevators, roof, and basement?
