Land Categories: What Can Be Built

IZhS (Individual Housing Construction)

  • A residential house of up to 3 floors can be built. The most in-demand type for private construction.

LPKh (Personal Subsidiary Plot)

  • House construction is permitted but there are area restrictions. Cheaper than IZhS.

Agricultural land

  • Residential construction is prohibited without changing the category. Inexpensive but with limited use.

Commercial/industrial land

  • For business, warehouses, production facilities.

Important: before buying, clarify the land category and permitted use!

Documents When Buying a Plot

What the seller must provide:

  1. State deed of ownership or lease rights
  2. Technical passport (cadastral data)
  3. Certificate of no encumbrances (pledge, arrest)
  4. Seller's passport
  5. Notarized spouse's consent (if married)

Typical Risks When Buying a Plot

Unauthorized occupation Some plots in Bishkek were historically formalized through self-seizure. Such plots may have an unclear legal status.

Double sales The same plot may be sold to multiple buyers. Always verify through the State Registry.

Boundary discrepancies The boundaries on paper may not match the actual ones. Order a geodetic survey.

Land tax debts Request a certificate confirming no outstanding debts.

How to Inspect a Plot Before Buying

  1. Request an extract from the State Registry of Property Rights
  2. Verify cadastral boundaries through a surveyor
  3. Confirm the availability of utilities (water, gas, electricity)
  4. Learn about development plans for adjacent territories
  5. Check the plot's legal history

Utilities: What to Pay Attention To

Electricity: Is there a transformer nearby? What capacity is available?

Water: Centralized water supply or borehole? Depth of the water table?

Gas: Gas pipeline nearby? Connection costs can range from $2,000–10,000.

Sewage: Centralized or septic? Soil quality for a septic system.

Road: Asphalt or dirt road? Who maintains it?
