IZhS Land Plots in Bishkek and Suburbs: How to Buy a Plot for House Construction in 2026

Buy a ready-made house or build your own? Many choose the second option: you can control quality, choose the layout, and save money. The first step is to find a suitable plot for individual housing construction (IZhS).

What Is IZhS and What Land Is Suitable for It

IZhS — individual housing construction. To build a residential house, you need a plot with the corresponding permitted use.

In Kyrgyzstan, land is divided into categories. Suitable for house construction:

  • Land within populated areas with the use type "for individual housing construction"
  • Some agricultural land can be converted for IZhS — but this is a separate procedure

You cannot build a residential house on agricultural land without changing the category, forest fund land, or protected zones.

What to Check Before Buying a Plot

1. Title Document

There must be a state deed of ownership or a land plot ownership certificate from the GRS. Verify its authenticity at the GRS.

2. Cadastral Number and Land Category

Make sure the permitted use is "for IZhS" or "for residential construction." If it says "agricultural land" — construction is illegal without conversion.

3. Encumbrances and Disputes

Request a GRS extract: is there a pledge, arrest, or court dispute?

4. Actual Boundaries

Do the fence and cadastral boundaries match? Invite a surveyor ($50–$100) to mark the boundaries on the ground, especially if the plot hasn't been surveyed.

5. Utilities

  • Electricity — is there a pole nearby, how many kW can be connected?
  • Water — centralized water supply or borehole/well?
  • Gas — is there a gas pipeline on the street?
  • Sewage — centralized or septic?

The absence of utilities isn't always a deal-breaker, but factor in connection costs: $500–$3,000 per utility.

6. Legal Status of the Development Area

In some suburban areas, plots were illegally allocated — through local administrations without proper authority. Such land may be confiscated. Check the allocation history.

Documents for Formalizing the Purchase

From the seller:

  • State deed or ownership certificate
  • Technical passport of the plot
  • Certificate of no encumbrances
  • Cadastral plan

From the buyer:

  • Passport
  • Spouse's consent (notarized)

The transaction is notarized and registered at the GRS.

What Plot Size to Choose

  • 3–4 sotka — the minimum for a small city house. The house will occupy most of the plot.
  • 6–8 sotka — a comfortable option: 100–150 m² house + yard, garage, garden.
  • 10–15 sotka — spacious suburban plot. Room for a large house and garden.
  • 15+ sotka — farming format, cottage-style construction.

Building a House: Approximate Costs

Building a 100 m² house in Bishkek in 2026:

  • Foundation: $3,000–$6,000
  • Frame (walls, roof): $15,000–$30,000
  • Utilities (electrical, plumbing, heating): $5,000–$10,000
  • Interior finishing: $8,000–$20,000
  • Total: $31,000–$66,000
