How to Check a Developer Before Buying an Apartment in Bishkek 2026
Why Checking the Developer Matters
In Bishkek, construction projects occasionally freeze, leaving buyers without their apartments and money. Most of these problems can be avoided by doing basic due diligence before signing anything.
Step 1: Verify the Company's Legal Documents
Request from the developer or check at their office:
- Certificate of state registration of the legal entity
- Company charter (ustav)
- TIN/INN of the organization
- Authorization of the representative signing your contract
You can verify company registration through the Ministry of Justice of the Kyrgyz Republic (minjust.gov.kg).
Step 2: Check the Construction Permit
The developer must have:
- ✅ Construction permit from Bishkek City Hall (Architecture Department)
- ✅ Land title document for the building plot (lease or ownership)
- ✅ Project documentation that has passed state expert review
If any of these is missing — major red flag.
Step 3: Research the Developer's Track Record
Ask yourself:
- How many projects have they already completed and delivered?
- Were there delays on previous projects?
- Are there any court claims from buyers?
Where to find information:
- Reviews in local Facebook groups and Bishkek Telegram channels
- Supreme Court of the Kyrgyz Republic — open database of court decisions
- Buyer forums for specific residential complexes
Step 4: Review the Contract Before Signing
A trustworthy developer contract must include:
- Exact address and specifications of the property
- A specific delivery date (not "approximately")
- Penalty clauses for delayed delivery
- Refund terms if the contract is terminated
- Conditions for registering your title
Always have the contract notarized — this provides additional legal protection.
Step 5: Assess Financial Stability
Signs of a financially stable developer:
- ✅ Construction funded by own capital or bank financing
- ✅ Banks have accredited the project (mortgage purchase is possible)
- ✅ Significant portion of previous phases already sold and occupied
Walk away if:
- ❌ Active sales but no visible construction progress
- ❌ Company was registered only a few months ago
- ❌ Representative cannot produce the construction permit
Red Flags: Leave Immediately
🚩 Price significantly below market with no explanation 🚩 Pressure for urgency ("offer only today") 🚩 No office — communication only via messenger 🚩 Refuses to show documents 🚩 Asks you to transfer money to a personal bank card
