How a Foreigner Can Buy Real Estate in Bishkek: Rights, Restrictions and Transaction Process

Can a Foreigner Buy an Apartment in Bishkek?

Yes. Foreign nationals have the right to purchase residential real estate in Kyrgyzstan on the same terms as Kyrgyz citizens. Apartments, houses, commercial premises — all are available without restriction.

Exception: Agricultural land cannot be sold to foreigners. Urban land plots for individual housing construction are accessible but with certain specifics.

CIS Citizens vs Citizens of Other Countries: The Difference

CIS Citizens (Russia, Kazakhstan, Belarus, etc.)

Simplified procedure. Documents are accepted without apostille; the process is the same as for KR citizens.

Citizens of Non-CIS Countries

  • The passport must have a notarized translation into Russian or Kyrgyz
  • Some documents require an apostille
  • It is recommended to issue a power of attorney to a local representative

Documents for a Foreign Buyer

  1. Foreign passport (+ notarized translation for non-CIS nationals)
  2. TIN of Kyrgyzstan — issued free of charge within 1 day at the tax office
  3. Sale and purchase agreement (drawn up by a notary)
  4. Receipt of payment of the state duty (1% of the transaction amount)

A residence permit, registration and visa are not required for the purchase.

Transaction Procedure

  1. Selection and verification of the property — legal clarity, absence of encumbrances
  2. Obtaining a TIN at the KR tax inspectorate (1 working day)
  3. Signing the agreement at a notary office in Bishkek
  4. Payment — bank transfer, letter of credit or cash
  5. Registration of ownership at the GRS — 3–14 working days
  6. Receipt of extract from the State Register

Taxes at Purchase

  • State duty upon registration: 0.5–1% of the transaction amount
  • Notary: 5,000–15,000 som
  • Income tax: on subsequent sale — 10% of profit for non-residents

Can a Mortgage Be Used?

It is difficult for foreign nationals to obtain a mortgage from Kyrgyz banks — most banks only work with residents. Exception: KR citizens with dual citizenship and permanent residents.

Practical Tips

Open a bank account in KR — this will simplify payments and future property management.

Work with a local realtor — knowledge of the market, legal nuances and language will save time and money.

Verify the property through the GRS — request an extract from the real estate register at the territorial GRS office.

Do not transfer money before registration — safe payment via letter of credit or after registration.

Ownership and Management from Abroad

A foreign owner may rent out the apartment, receive income and sell at any time. For management from abroad, it is convenient to issue a notarized power of attorney to a local representative.
