Maternity Capital for Housing in Kyrgyzstan - How to Use It in 2026

Maternity (family) capital in Kyrgyzstan is a state payment for families with children. Unlike Russia's maternity capital program, Kyrgyzstan's system operates under different rules with more modest amounts - but it still provides real support for improving housing conditions.

Maternity Capital Amounts in Kyrgyzstan

As of 2026, one-time payments upon childbirth in Kyrgyzstan:

  • At the birth of the 3rd child: 50,000 soms
  • At the birth of the 4th child: 80,000 soms
  • At the birth of the 5th and subsequent children: 100,000 soms

There is also the "Kumush Belek" program - a state support program for large families that may include housing subsidies at the regional level.

Important: Kyrgyzstan does not have a unified "maternity capital" program like Russia's certificate worth 600,000+ rubles. The payment system is split across several programs. Verify current amounts with the Ministry of Labor and Social Development of the Kyrgyz Republic.

Can Maternity Capital Be Used to Buy Housing?

Conditions for using state housing payments in Kyrgyzstan:

Direct apartment purchase: funds can be used as part of the payment in a purchase and sale transaction. The seller must be willing to accept a non-cash transfer from the state authority.

Down payment for a mortgage: some banks accept state housing payments as part of the down payment. Check with a specific bank.

HSBC (ZHSSBK) mortgage: the Housing Savings Bank of Kyrgyzstan is the most accommodating of state subsidies.

State program "Affordable Housing": provides preferential housing purchase conditions for large families, young families, and other eligible categories.

To process one-time birth payments:

  1. Child's birth certificate
  2. Parents' passports
  3. Marriage certificate
  4. Family composition certificate
  5. Bank account details

Apply to the district social protection authority at your place of registration.

How to Use Payments for a Mortgage

  1. Get a certificate from the social protection authority confirming your right to payment and its amount
  2. Provide this certificate to the bank when applying for a mortgage
  3. The bank counts the amount as part of the down payment
  4. After mortgage approval, social protection transfers funds directly to the bank

Transfer time: up to 30 business days after all documents are submitted.

Restrictions on Using Maternity Capital for Housing

  • Cannot be used for commercial real estate
  • Housing must be registered to all family members, including children
  • Selling such housing within a certain period may involve restrictions (verify with social protection)
  • Cannot be cashed out directly - targeted use only
