Property Registration at GRS in Kyrgyzstan: Documents and Timeline

What Is GRS?

GRS (Государственная регистрационная служба / State Registration Service) is the official authority for registering real estate rights in Kyrgyzstan. Without GRS registration, you are not the legal owner in the state registry.


When Do You Need to Go to GRS?

  • Buying or selling an apartment/house
  • Property gifts (darstvennaya)
  • Inheriting property
  • Registering a mortgage
  • Splitting or merging properties
  • Registering a land plot

Required Documents

For a sale-purchase transaction:

  • ✅ Sale-purchase agreement (notarized)
  • ✅ Passports of both buyer and seller
  • ✅ Previous title document
  • ✅ Technical passport of the property
  • ✅ Spouse's consent (if married)
  • ✅ Receipt of state duty payment

Common Questions

What are GRS working hours? Monday–Friday, 09:00–18:00. Some offices are open Saturday.

Are queues long at GRS? They can be. Submitting through MFC (One-Stop-Shop centers) is often more convenient.

Is the notary and GRS the same thing? No. A notary is a private individual who certifies documents. GRS is the government registration authority. You need to visit both.
