How to Check the HOA and Management Company Before Buying an Apartment in Bishkek

When choosing an apartment in Bishkek, most buyers look at the layout, renovation, and price. Few bother checking the HOA - and that's a mistake. Poor building management will turn your life into a nightmare and devalue the apartment.

Why the HOA Matters Before Buying

Building debts - if the building has accumulated debt to utility providers, electricity, hot water, or heating may be cut off. This affects all residents, including responsible ones.

Service quality - elevators, hallways, roof, surrounding grounds. All of this falls under HOA responsibility. Bad HOA = garbage-strewn hallways, non-working elevators, leaking roofs.

Fee amount - the HOA sets monthly fees. In good residential complexes, they reach 50-100 soms/m² and higher. This is a significant amount: for a 70 m² apartment - 3,500-7,000 soms/month on top of utilities.

Reserve fund management - a responsible HOA saves money for major repairs. Irresponsible ones misuse funds.

What to Ask the HOA Chairman Before Buying

Don't hesitate to contact the HOA chairman - it's normal practice. Ask:

  1. Does the building owe money to utilities? - ask to see receipts for the last 3 months
  2. What is the monthly fee amount? - and what does it include
  3. Has there been major renovation? - roof, facade, elevators, pipework
  4. Is there a reserve fund? - and what it's planned to be spent on
  5. What issues does the building have?

If the chairman evades or can't answer simple questions - that's a bad sign.

How to Check on Your Own

Hallway inspection:

  • Cleanliness and lighting
  • Condition of mailboxes
  • Does the intercom and elevator work
  • Notices posted (are topics reasonable, are meeting minutes posted)

Surrounding grounds:

  • Garbage removal
  • Children's playground condition
  • Parking (spontaneous or organized)
  • Landscaping

Roof and facade:

  • Cracks in the facade
  • Rust stains from leaks on upper floors (ask neighbors)

Online check: Search the complex or HOA name on social media. Residents actively write about problems in Bishkek's Facebook groups and Telegram chats.

Signs of a Good HOA

  • Regular general meeting minutes with expense reports
  • Transparent budget (you can request the estimate)
  • Security and video surveillance
  • Clean hallways and well-maintained grounds
  • Fast response to resident requests
  • Elevator works and undergoes regular maintenance
