Property Registration at GRS (State Registration Service) in Kyrgyzstan: Step-by-Step Guide
Why Registration at GRS Is Required
After signing the purchase agreement at the notary, the transaction is not yet complete. Ownership rights arise only upon state registration at the GRS (State Registration Service of the Kyrgyz Republic). Without this step, the buyer is not legally the owner of the apartment.
What Is the GRS
The State Registration Service of the Kyrgyz Republic (GRS KR) is the authorized government body for registering property rights. It maintains a unified register of real estate rights.

Documents Required for Registration
For a Purchase-Sale Transaction:
- Application (issued at the GRS or via the portal)
- Purchase-sale agreement notarized by a notary (3 copies)
- Passports of the seller and buyer
- Seller's title document (State Certificate or previous extract)
- Technical passport of the property
- Receipt of state duty payment
- Notarized consent of the seller's spouse (if married)
- If minor owners are involved — permission from guardianship authorities
For Gift or Inheritance:
Similar set of documents, but instead of a purchase-sale agreement — a gift agreement or certificate of inheritance rights.

State Duty Amount
The duty is calculated based on the cadastral value of the property (not the market price):
- Standard registration: 0.3–1% of cadastral value
- Minimum fee: 500 som
- Expedited registration: additional multiplier applies
In practice, registration of a standard apartment costs from 2,000 to 8,000 som under the standard timeline.
Online Registration via the Portal

- Extract from the property rights register
Online services require an electronic digital signature (EDS), which can be obtained at authorized centers.
What You Receive After Registration
After registration is complete, you receive an Extract from the State Register of Real Estate Rights — this is your proof of ownership. The old-style paper "State Certificate" is no longer issued (replaced by the extract), but old certificates remain valid.
