Since 2022, Bishkek has become one of the popular destinations for Russian citizens looking for property abroad. The market has grown, prices have risen — but buying here is still more accessible than in many other countries. Let's go through everything step by step.

Can a Russian Citizen Buy an Apartment in Bishkek?

Yes, without restrictions. Russian citizens buy apartments, houses, and commercial real estate in Kyrgyzstan on the same terms as locals. No additional permits, residence permits, or registration are required.

The only restriction is agricultural land. But urban apartments and houses are fully accessible.


What Documents Does a Russian Citizen Need?

The list is minimal:

  1. International passport — the main document for the transaction (no translation needed — Russian is accepted)
  2. Kyrgyzstan TIN (INN) — issued free of charge within 1 business day at a KR tax office
  3. If available: SNILS or other income document (needed only for a mortgage)

CIS citizens (including Russians) are in a privileged position: documents are accepted without apostille or notarized translation.


Step-by-Step Buying Guide

Step 1: Choose an Apartment

You can search online before arriving:

  • flat.kg — verified catalog with direct contacts
  • Lalafo.kg — the largest classifieds board
  • Telegram and Facebook groups "Недвижимость Бишкек"

Step 2: Get a TIN

Visit any tax office in Bishkek:

  • Passport

Step 3: Verify the Property

  • Order an extract from the GRS (via egov.kg or MFC)
  • Check for the absence of encumbrances, mortgages, arrests
  • Confirm the seller is the actual owner

Step 4: Notary

The purchase-sale agreement is executed at a notary in Bishkek. The notary:

  • Verifies documents
  • Drafts the contract
  • Certifies signatures
  • Cost: 0.5% of the transaction amount

Step 5: Payment

Options for transferring money:

  • Cash (som or dollars) at the notary's office
  • Letter of credit at a Kyrgyz bank (safer)

Transferring Money from Russia to Kyrgyzstan

  • "Unistream", "Contact" — personal money transfers

What doesn't work: SWIFT from Sberbank, VTB, Alfa-Bank (under sanctions).

Cash import limits: up to $10,000 without declaration, above — declare at customs. No restrictions on bringing cash — only declaration required.


Mortgage for Russian Citizens in KR

Under the EAEU agreement, Russian citizens have equal rights with KR citizens regarding employment. But for a mortgage, banks typically require:

  • Proof of income in KR (work or business here)
  • Or proof of income from Russia (certificate with apostille)

In practice: if you live and work in Bishkek — a mortgage is realistic. If buying as a non-resident from Moscow — more difficult, a 40%+ down payment is needed.


Taxes for Russian Citizens When Buying and Selling

When buying: no taxes. Only the state registration duty (~1,000–2,000 som).

When subsequently selling:

  • If you are a KR tax resident (living more than 183 days a year) — 10% on profit (like a local)
  • If a non-resident — 10% on the full sale amount

Important: also check your tax obligations in Russia — income from selling foreign real estate is declared in the Russian Federation.
