How to Deregister from an Apartment When Selling in Bishkek in 2026

Deregistration from an apartment is a mandatory step when selling real estate in Bishkek. Buyers typically require all residents to be deregistered before signing the contract or simultaneously with it. Let's walk through the entire process step by step.

Why Deregister Before Selling?

Having registered residents in an apartment:

  • Gives them the right to use the housing even after ownership changes
  • Creates problems when arranging a mortgage (banks require a clean certificate)
  • Reduces the property's attractiveness to buyers
  • Can serve as grounds for challenging the transaction in court

Where to Go for Deregistration in Bishkek

Service Center (MFC) — the main place for deregistration in Bishkek. Centers are located throughout the city.

You can also apply at the ayil okmotu (for private homes in suburban areas) or through the Kyrgyz Republic's government services portal (egov.kg).

Documents Required for Deregistration

  • Passport of a KR citizen (or birth certificate for children under 16)
  • Application of the established form
  • Title document for the apartment (optional, when the owner deregisters)

Step-by-Step Instructions

Step 1. Go to the nearest service center with your passport. State that you want to deregister at the given address.

Step 2. Fill out the application. You can deregister "to nowhere" or immediately indicate a new registration address.

Step 3. Receive a departure slip. The timeline is 1 to 5 business days.

Step 4. After deregistration, obtain a certificate of household composition (Form 9 or equivalent) — the buyer may require it to confirm that no one is registered.

Special Cases

Minor Children

Deregistering children is the most complex issue. Guardianship authorities (Department for the Protection of Children's Rights) must give permission if:

  • The child is the owner or co-owner of the apartment
  • The new housing worsens the child's living conditions

Without guardianship approval, it is impossible to deregister a child from their only home.

Registered Relatives Who Refuse to Deregister

If a resident refuses to voluntarily deregister and you are already the owner — you'll need to go to court with a claim for forced deregistration. The process takes 2 to 4 months.

This is precisely why buyers are advised not to hand over money until all residents are fully deregistered.

Deregistering from Abroad

If the seller is outside Kyrgyzstan, deregistration can be done through a power of attorney issued by a notary in the country of residence and apostilled.

What the Buyer Should Pay Attention To

Before the transaction, request:

  1. Certificate of household composition (shows all registered residents)
  2. Extract from the house register
  3. MFC certificate confirming the absence of registered persons (after deregistration)

If minors were registered in the apartment — request guardianship authority approval for the transaction.

Common Mistakes

  • Signing the contract before all residents are deregistered
  • Ignoring registered children
  • Refusing to check the extract before a mortgage transaction (the bank will require it anyway, but it's better to do it in advance)
