A mortgage at 9% in a country where market rates start at 15–16% sounds too good to be true. But it's real: the Housing Savings Bank of the Kyrgyz Republic (JSSB) operates on a special savings system that has been tested by tens of thousands of families.

What Is the JSSB?

The Housing Savings Bank of the Kyrgyz Republic is a specialized state bank created to help citizens acquire housing. It works on a principle similar to the German and Austrian Bausparkasse system: first you save, then you receive a low-cost mortgage.


How Does the System Work?

Step 1: Open a Savings Account

You deposit money into a special account at the JSSB. The deposit earns approximately 3–5% per year (below market) — this is the "cost" of accessing a subsidized mortgage in the future.

Step 2: Save for a Minimum of 3 Years

The mandatory savings period is at least 3 years. During this time, the bank verifies your payment discipline and accumulates resources for lending.

Step 3: Accumulate the Required Amount

You need to save at least 30% of the future property's value. That is, if an apartment costs 6,000,000 som — you need to save a minimum of 1,800,000 som.

Step 4: Receive a Mortgage at 9%

After meeting the conditions, the bank lends the remaining 70% at 9% per year for up to 25 years.

  • New builds only — most JSSB programs apply to accredited residential complexes. Secondary market — less common.
  • Queue — loans are issued as the bank is ready and according to the queue (those with a higher savings coefficient go first).
  • Cannot be used for rental — the housing must be for personal use.
  • 3-year wait — not the right option for those who need an apartment urgently.

  3. Choose a tariff plan (they differ by terms and savings amounts)
