Mortgage for Kyrgyz Nationals Abroad: How to Buy an Apartment in Bishkek from Russia, Kazakhstan or the UAE

The Kyrgyz diaspora is actively buying real estate back home. Some buy for their parents, some as an investment, others are preparing to return. Here is an overview of all options for those living abroad.

Can a Non-Resident of KR Get a Mortgage from a Kyrgyz Bank?

Short answer: yes, but the terms are more complex than for residents.

Conditions at most KR banks:

  • KR citizenship — mandatory (having a foreign permanent residence permit does not deprive you of citizenship)
  • Confirmed income — this is the main difficulty for non-residents
  • Down payment — usually from 30–40% (higher than for residents)
  • Collateral in KR

The Main Problem: Confirming Income

Kyrgyz banks require an income certificate they can understand. For those working abroad, this is difficult but solvable:

If you work officially abroad:

  • Income certificate from your employer (translated into Russian/Kyrgyz, notarized)
  • Tax return from the country of residence
  • Bank account statements for the past 6–12 months

If you are a sole trader or freelancer:

  • Account statements (cryptocurrency is not accepted)
  • Contracts with clients
  • Money transfers to an account in KR

Alternative: Secured loan

If relatives in KR own real estate, the bank may issue a loan secured by that property. In this case, confirming your overseas income is less critical.


KR Banks That Work with the Diaspora

UNIBANK — the most lenient toward non-residents; experienced in working with diaspora remittances.

RSK Bank — requires stricter income verification.

DOS-Kredobank — works with loans secured by existing real estate.

Terms change — always clarify current requirements directly with the bank before submitting documents.


Option Without a Mortgage: Cash Purchase

If you have saved up the required sum, buying with cash is much simpler:

  • No need to confirm income for the bank
  • The transaction can be handled through a trusted representative in Bishkek
  • Faster and cheaper (no mortgage costs)

How to Buy an Apartment in Bishkek Remotely?

Method 1: Power of Attorney to a Representative

You issue a notarized power of attorney to a trusted person in KR (a relative or realtor). They act on your behalf:

  • View apartments
  • Check documents
  • Sign the contract
  • Register the ownership at the GRS

Requirements for the power of attorney:

  • Issued by a notary in the country of residence
  • Apostilled (if the country is a party to the Hague Convention: Russia, Kazakhstan, UAE, etc.)
  • Notarially translated into Russian/Kyrgyz

Method 2: Travel to Bishkek for the Transaction

If the amount is large or there is no reliable trusted person — travel to Bishkek for 2–5 days to finalize the transaction. You can shortlist apartments online in advance.


Transferring Money from Abroad

For large sums (from $10,000) it is recommended to transfer officially:

  • SWIFT transfers through a bank — reliable but with commission (~1–3%)
  • Western Union / MoneyGram — for amounts up to $5,000–$10,000
  • Money transfer systems (Zolotaya Korona, Contact) — popular for transfers from Russia and Kazakhstan

Cash in a suitcase through customs: amounts over $3,000 must be declared.


Taxes When Buying as a Non-Resident

A KR citizen purchasing real estate (regardless of place of residence) follows the same rules as a resident. Foreigners (non-KR citizens) have restrictions on buying land.

Practical Tips for the Diaspora

  1. Find a reliable realtor — do not cut corners here. A realtor experienced in working with the diaspora knows all the nuances.
  2. Do not rush — buying "over the phone" without thorough checks often ends in disappointment.
  3. Verify the property through the GRS — an online extract from the register can be ordered via egov.kg.
