Residence Permit in Kyrgyzstan and Buying Property: Rights of Foreigners with a Residency Permit
Many foreigners think that without a residence permit it's impossible to buy an apartment in Bishkek. That's not true. Let's look at the actual rules.
Do You Need a Residence Permit to Buy an Apartment?
No. A residence permit is not a mandatory requirement for purchasing residential property in Kyrgyzstan. A foreign citizen can buy an apartment in Bishkek with a foreign passport.
For the transaction, a foreigner needs:
- Foreign passport (+ notarized translation for non-CIS country nationals)
- Tax ID number (INN) of Kyrgyzstan (obtained in 1 day, free of charge)
- Notarized purchase-and-sale agreement

What Does a Residence Permit Give You When Buying Property?
Although a residence permit is not required for purchase, it simplifies a number of processes:
1. Access to Mortgage Financing
Most Kyrgyz banks require permanent residence in the country. A foreigner with a residence permit has higher chances of mortgage approval compared to a non-resident.
2. Simplified Tax Calculations
A foreigner with a residence permit can obtain Kyrgyz tax resident status (if residing more than 183 days per year). This reduces the tax on future sale: residents pay 10% of profit, non-residents pay 10% of the entire sale amount.
3. Opening a Bank Account
With a residence permit, it's easier to open an account at a Kyrgyz bank for managing property (receiving rental payments, paying utilities).
4. Registration at Place of Residence
With a residence permit, you can register (get a propiska) at the purchased apartment — this simplifies your legal status in the country.
Restrictions for Foreigners When Buying Property
Regardless of whether you have a residence permit:

How to Get a Residence Permit in Kyrgyzstan
Main grounds for obtaining a residence permit:

Residence Permits for Real Estate Investors
Buying an apartment does not in itself provide grounds for a residence permit — unlike some other countries (Turkey, Portugal, etc.). There is no "golden visa" program in Kyrgyzstan.
However, if a foreigner establishes a business in Kyrgyzstan (for example, a property management company) — this may serve as grounds for a residence permit as an investor.
Russian and Kazakh Citizens: Special Status
Under the EAEU agreement, citizens of Russia, Kazakhstan, Belarus, and Armenia enjoy nearly equal rights with KR citizens in Kyrgyzstan, including:
- Right to a mortgage (easier than for other foreigners)
- Right to work without permits
- Right to register
For these citizens, a residence permit is less critical when buying property.
