Registration at a New Apartment in Bishkek - How to Register and Why It Matters
Registration at a place of residence (propiska) remains an important institution in Kyrgyzstan: it affects your assignment to a clinic, school, and access to various government services. Here's what to do when buying an apartment.
Why Registration Matters
In Kyrgyzstan, registration at a place of residence is required for:
- Assignment to the local clinic
- Enrolling children in school and kindergarten by place of residence
- Receiving various state benefits and services
- Obtaining a passport or driver's license
- Voting in elections by place of residence
You can live without registration, but with constant inconveniences.
Step 1: Deregister Previous Residents
Before completing the transaction, make sure all registered residents have been deregistered from the apartment. This is a mandatory condition of purchase.
Who is difficult to deregister:
- Minors - only with guardianship authority permission, and only to a specific address (not "to nowhere")
- Convicted persons - formally deregistered temporarily, but retain the right to return after release
- Military servicepersons - same situation
- Persons of unknown whereabouts - through court
Request a household composition certificate (registered residents certificate) from the CON before purchasing.
Step 2: Register at the New Apartment
After registering ownership at the GRS, you can register your residence.
Documents for registration in Bishkek:
- Passport
- GRS extract (title document for the apartment)
- Application form
Where to apply:
- CON (Citizen Service Center) at the apartment's location
- Passport office of the district administration
Timeline:
- Permanent registration: 5-10 business days
- State fee: from 200 soms
Registration in a New Building Before Receiving the Technical Passport
Special case: you bought an apartment in a new building, the building has been handed over, but the technical passport isn't ready yet (this is normal - processing takes 1-6 months after handover).
Temporary solution: register at your old address or with relatives. As soon as you receive the GRS extract for the new apartment, register there.
Some residential complexes arrange temporary registration through the management company - check with the developer.
Liability for Lack of Registration
Under Kyrgyz law, a citizen must register at their place of residence within 30 days of moving. A fine is provided for violations, but in practice this is rarely enforced.

If Minors Are Registered
If children are registered in the apartment and the parents want to sell it:
- Guardianship authority permission is required
- Children must be registered at a new address before being deregistered from the property being sold
- Housing conditions at the new location must be no worse
